Punjab Home Department has issued directives for strict action against kite flying and manufacturing.
The ban remains in effect province-wide: 5 years imprisonment and up to 2 million PKR fine for kite flying; 7 years jail and 50 million PKR fine for making, selling, or transporting kites/glass cord.
Limited Basant permission exists only in Lahore on Feb 6-8; pre-scheduled activities endanger lives and stay illegal.
